I doubt it.

The Grinch was grumpy because his heart was too small.

Oscar is grouchy because his personal tastes are different than the cultural norm, and he resents the cultural pressure to conform, so he pushes back (he actually likes sardine ice cream with chocolate sauce, thank you very much). But he actually is quite kind in his own way -- he's certainly much nicer to his pets Slimy, Fluffy, and Iago than the Grinch was to poor Max.

Besides, Oscar's fur is actually orange -- that green color comes from the algae he allows to grow on it.

Well, Barney is evil; I could tell from the very first episode when his "human" child "best friends" sounded nothing at all like children when they sang.
