Apartment hunting

I'm holding out for Ballard/Wallingford. At the same time, we need to do this as cheaply as possible. (Under 1K?) At least 1 cat must be allowed.

Is it reasonable to think that there will be a flurry of listings between July 1st and July 11th? I'm thinking that tenants have to give notice as much as 30 days and as short as 20 days.

Advice?
